Action planning
Participating cities were required to develop an action plan to deliver their targets. Those action plans used the following levers:
The development of a series of major carbon reduction initiatives across the core cities that have a sound economic case (for example bulk procurement of common opportunities, development of social housing refurbishment projects, city-wide low carbon travel plans, waste strategies, awareness activity etc).
The development of a low carbon housing plan across each core city (this could include major refurbishment to existing housing, influencing new build developments through planning, commercial energy services for households etc)
The development of a communication strategy and dissemination of best practice
The coordination of on-going activities (to make sure that activities going on at a city level are aligned with the overarching Climate Change Strategy and are delivering against the targets set up by that plan). On-going activities include surveys, design advice and technical opportunities assessments.
