Build Core Team

 The aim of this task is to build an effective team for a citywide carbon reduction plan. There are two main roles:

• Project Leader (who is responsible for delivering the project). 
• Sponsors (ideally senior managers and a council members) who support the Project Leader at a higher level in the organisation.

Pilot cities - Bristol, Manchester and Leeds have all stressed the importance of senior level support from a sponsor. They are critical to driving forward the city-wide carbon reduction plan.

The Project Leader will also need to form a core team and engage with a variety of stakeholders. A tool for influencing others and a making the case presentation template are useful in bringing about this engagement. This section defines the main responsibilities of each role and gives advice on people to fulfil them.
