Implement City-Wide Projects

This task should be undertaken by the project teams and individuals responsible for the delivery of specified projects as stated in the SIP. They will then report back to the City-wide Carbon Reduction team and Project Leader as appropriate.

The following activities need to be carried out:

Plan: Each project identified in the Implementation Plan now needs to go through detailed planning, which could include:

• Detailed technical assessment and appraisal to make a case for capital investment (where necessary)
• Funding applications to city committees and external funding sources
• Detailed breakdown of tasks required to complete the project; their sequence, timescale and interdependencies
• Terms of Reference for the project team to work to
• Risk and issues assessment identifying possible barriers to delivery of the project and steps taken for their management.

Implement: Following this detailed planning stage, implementation of projects will begin. It is important to achieve some ‘easy wins’ early on in the programme and to ensure that all projects deliver what they have promised, on time and within budget.

To this end, it is advisable to implement project management procedures, which may include:

• Mechanisms for determining easily how each task within a project is progressing
• Mechanisms for managing deviations from the plan
