This case study demonstrates the successful use of Salix funding to provide carbon savings from public buildings. Caerphilly county borough council have formed a £800,000 fund (£300,000 from Salix and £500,000 from Caerphilly) to implement carbon savings. Particular success has been achieved in the leisure sector where the installation of new lights and sensors resulted in a halving of running costs and 40% reduction in electrical load. In total £250,000 invested in this sector have produced annual savings of £94,000 and 876 tonnes of CO2. The council has become an accredited organisation under the energy efficiency accreditation scheme. |

This article provides an example of the installation of a solar water heater (SWH) into a local council building so as to not only cut council energy bills and associated carbon emissions but to provide a means to both increase public confidence / interest in renewable energy as well a source of education for students and the community in general. This particular scheme is based in Enniskillen town hall in Fermanagh District Council, Northern Ireland. Funding was provided by the European funding scheme Interreg II Energy Challenge, the Western Regional Energy Agency & Network (WREAN) and the council itself. In some cases a prescription pad method was used by GP's who 'prescribe' measures to the Cornwall sustainable energy partnership. Fuel poverty grants were available for those assessed to be in need. The scheme is believed to be a useful way of targeting people in fuel poverty which may be unlikely to seek, or even beware of, help otherwise. |

An example of a council working with a number of partners across different sectors to provide both funding and advice for improvements in infrastructure. Kent County Council have improved the forecourt area of Ramsgate train station, a class II listed building. This has allowed improvements in bus proversion and information, easier and safer pedestrian access and better facilitites for cyclists including a cycle route connecting the station to the local community and the viking coastal route. All this adds up to easier access to public transport, and hence reductions in the use of road transport. Partners included Kent Country and Thames District council, Network Rail (via there Rail Passenger Partnership Scheme which aims to promote transport integration), the railway heritage fund, local coach, train, bus, ferry operators and even local tourist businesses. |

An example of a county council's comprehensive travel plan. Staffordshire County Council, as a major employer, hope to set a good example to other organisations and businesses. The plan will last for 5 years, running from 2004-2009, with the three targets of 20% of all journeys being by bike or walking, no more then 50% of journeys to work by one occupant cars and reducing business mileage by bar by 1 million miles.
The scheme recognises that staffs will have varied travel requirements and as such incorporates a wide range of different incentives for none car transport, with a 'pick and mix' approach encourages. This articles provides a list of all the different options that the council provides it's staff under the travel plan, nearly all of which could easily be applied in any city environment. |
